Logistafrica – In accordance with the measures taken by the Council of Ministers on 18 January 2023, the demerit point system came into force on Wednesday 1 March 2023 in Côte d’Ivoire.
The country’s Ministry of Transport recalled this through a press release published on February 28, in which the various offenses and the loss of points to which they correspond were specified.
This decision taken to fight against road insecurity and promote good citizenship on the roads, provides for the withdrawal of the license as soon as a driver would be withdrawn all 12 points allocated to him.
The latter will be able to reconstitute his points and to take back his license only after :
– a training course of recovery of points in a training center approved by the Ministry in charge of Road Transport
– a statutory period of deferment. 2 years for a 2 and 3 point infraction; 3 years for a 4 point infraction; 4 years for a 6 point infraction.
Here are the different offences and the loss of points they entail:
Violations resulting in a loss of 2 points
– Driving on the left side of the road in normal operation
– Exceeding the speed limit by 1 to 5 km/h
– Crossing without keeping to the right
– Failure to provide lighting and signalling at the front and rear of a vehicle in traffic, when visibility conditions make lighting and signalling necessary
– Use of high beam at night when passing another road user
– Failure to illuminate or signal the front and rear of a vehicle parked at night on the roadway in a place where there is no public lighting
– Failure to properly signal, at night or in fog, the left end of a load extending beyond the rear of the vehicle
– Parking on the roadway without having taken the required pre-signalling measures
– Failure to respect a minimum distance of 50 m between heavy vehicles following each other at the same speed outside built-up areas
– Failure to install a warning device on any motor vehicle
– Driver not driving on the lane assigned to him/her, excluding sidewalks and shoulders
– Stopping or parking on the median strip, while in normal operation
– Carrying more than one passenger on a bicycle or moped
– Unauthorized vehicle towing another vehicle
– Not wearing a seat belt
– Violations resulting in a loss of 3 points
– Exceeding the speed limit by 5 to 10 km/h
– Driving on the hard shoulder in normal operation
– Crossing the central reservation, in normal operation
– Driver of a vehicle not being in a convenient state of execution to carry out the manoeuvres which fall to him
– Passenger’s position interferes with the driver’s movements
– Driver’s field of vision reduced by placing non-transparent objects on the windows
– Abusive use of sound signals
– Use at night without the absolute necessity of a horn
– Careless dismounting from a vehicle
– Use of a passage reserved for the security service
– Transport of persons on mopeds without a seat
– Transport of persons on mopeds in the so-called amazon position
Violations resulting in a loss of 4 points
– Refusing to turn right to pass
– Straddling or crossing a solid line
– Excessive speed in a case where it must be reduced
– Exceeding the speed limit by 10 to 20 km/h
– Acceleration of speed by a driver who is about to be overtaken
– Non-respect of the priority rules
– Not respecting the roundabout direction
– Voluntary parking on the roadway, in a place where visibility is insufficient, near a road intersection, at the top of a hill, on a curve or at the exit of a door
– Making a major change in direction that is dangerous to other road users or is not signalled
– Travelling on the sidewalk or shoulder in normal operation
– Traffic on the median strip, in normal operation
– Congestion of the public roadway by any vehicle that prevents or reduces the freedom or safety of passage
– Loading of a height exceeding 4 meters that may cause damage
– Transporting a child under 5 years of age on a moped without a seat equipped with a fastening strap
– Failure to obey stop signs
– Refusal by a large vehicle to yield to smaller vehicles on a narrow roadway
– Refusal by a user to reduce speed or pull over to facilitate the passage of a police, gendarmerie or firefighting vehicle announcing its approach by means of regulatory signals
– Failure to obey the green light by a driver of a combination of vehicles over 14 m in length or a driver about to overtake
– Failure to give way to equipment on railroad tracks
– Driver failing to take proper precautions when crossing an unguarded railway crossing
– Parking obstructing traffic or access to neighbouring buildings
– Failure to wear a warning triangle
– Warning triangle not visible at the rear at a distance of 150 meters
– Insufficiently secured load overflowing the external contour of the vehicle or dragging on the ground
Violations resulting in a loss of 6 points
– Exceeding the speed limit by more than 20 km/h
– Overtaking on the right except when tolerated
– Overtaking in such a way as to impede oncoming traffic
– Overtaking on a curve, at the top of a hill, and generally when there is insufficient forward visibility
– Passing while crossing an unguarded railroad track or road intersection by a driver travelling on a section of roadway to which a right-of-way does not apply
– Passing on a two-way roadway with more than two marked lanes by using the leftmost lane
– Prematurely turning right after passing
– Refusal to comply with a summons to stop issued by an official or agent in charge of recording traffic violations
– Alcohol level higher than 0.8g/1
– Driving after using narcotics
– Use of the telephone while driving a motor vehicle
